    Opponents of the state's Clean Elections program say the public campaign financing program is a failure and should be killed. They want the Legislature to concentrate on ending pay to play and legislative leadership accounts. The latter allows leadership to control a majority of campaign money with looser rules. Assemblywoman Alison Littell McHose, R-Sussex, questioned why Assembly Speaker Joseph J. Roberts Jr., D-Camden, was pursuing the "Clean Elections" program that costs taxpayer dollars while the other measures have a stronger link to curbing corruption.     Another public worker is leaving the job with a ridiculous amount of claimed unused sick, personal holiday and vacation time. The Daily Record's Rob Jennings says Rockaway Police Chief Walter Kimble will get over $266,000 which is more than double his $125,955 annual salary. He will get $80,880 annual pension when he officially retires in September. He has been on paid vacation since July. There is no way his town or any other can budget for such payouts.     Attorney General Anne Milgram was running errands on her own time and got pulled over for speeding. Considering the actions of her recent predecessors you'd think there would be back room deals to get it fixed or at least sweep it under the rug. Not so. We found out about it quickly because her office put out a press release, and not on a Friday where it would be overlooked but on a slow news day, Monday.   • Beck's idea too good to have much of a chance

    First term Sen. Jennifer Beck of Monmouth County wants politicians convicted of political corruption stripped of retirement benefits no matter when the corruption occurred. A law that went into effect in April of '07 eliminates pension benefits for corruption convictions or guilty pleas for government employees. Beck is sponsoring a bill to amend that law to include all political corruption crimes, not just the ones after the 2007 law took effect.     While Corzine is looking for ways to raise money he might consider collecting all the rent owed from people using the state's parklands. My colleague Mike Rispoli reports the Department of Environmental Protection has 232 leases on file -- everything from homes to education centers to utility lines -- but there is no complete list. It's estimated there are around 300 leases. There are at least 10 agreements reached since 2006 that aren't included.
